Babacar Gueye, MD Country Representative and Chief of Party, Maternal, Neonatal, and Child Health/Family Planning/Malaria Project, Senegal
Babacar Gueye is a doctor, public health specialist, and epidemiologist with clinical and public health programming experience in malaria, reproductive health/family planning, and maternal and child health. After receiving his MD from the University of Dakar, Gueye worked for UNICEF, Senegal’s Ministry of Health, and the Senegalese armed forces. Gueye joined IntraHealth in 2007 and has served as the MNCH/FP/Malaria Project’s malaria coordinator and the deputy project director of technical services for IntraHealth.

Fauzia Khan, MD CDC Project Director, Southern Sudan
Fauzia Khan is a clinical and public health professional with more than ten years of experience that has included management and consultancy. She has worked on HIV/AIDS projects in developing countries, collaborating with governments and overseeing project implementation. She also worked at the Centers for Disease Control and Prevention/Atlanta as an epidemiologist. Khan studied medicine in Pakistan and holds a master’s degree in public health from Emory University.

Jennifer Macias, MPH Country Director, Human Resources Capacity Project, Tanzania
Jennifer Macias has two decades of experience in managing international public health programs. She previously served as the Elizabeth Glaser Pediatric AIDS Foundation’s managing director of international programs, and directed Jhpiego’s Africa office for three years. Macias holds an MPH in population planning and international health and has published several peer-reviewed articles on public health in developing countries.

Patricia McLaughlin, MA, MSW Community PMTCT Project Director, Ethiopia
Patricia McLaughlin has 15 years of experience providing technical leadership in HIV/AIDS programs, service delivery, disaster preparedness, supportive supervision, and institutional capacity-building. She previously served as deputy director in Ethiopia for the IntraHealth-led Capacity Project. Prior to joining IntraHealth, McLaughlin served as director of the Technical Services Unit for the American Red Cross. With Concern Worldwide in Mozambique, she designed programs and wrote proposals for participatory rural development, district planning, and education.

Pamela McQuide, PhD, BSN, RN Chief of Party, Capacity Building for Country Owned HIV/AIDS Services, Namibia
Pamela McQuide has been an innovator in global health for over 15 years, including more than a decade of professional experience in sub-Saharan Africa. McQuide has worked extensively on health workforce issues in the region, with expertise in human resources management, human resources information systems, health policy, and health services research. Most recently, McQuide served as deputy chief of party for the Capacity Building for Country Owned HIV/AIDS Services in Namibia. She has held numerous leadership roles at IntraHealth, including acting director of human resources for health/systems strengthening and deputy director/director of technical services for the Capacity Kenya project. A registered nurse with a PhD in Social Policy, McQuide brings a participatory approach to engaging local leaders—promoting ownership and creating an atmosphere of respect and trust. Prior to joining IntraHealth, McQuide worked with the Kenya Nursing Workforce Project and Training Analysis Project led by Emory University, FHI, Massachusetts General Hospital and Harvard Medical School, the European Union, USAID, CARE International, and the United Nations Population Fund.

Lucy Mphuru, MD Project Director, PITC Project, Tanzania
Lucy Mphuru has over a decade of public health experience. She previously worked for Muhimbili National Hospital as a doctor before serving as marketing manager for Population Services International. Later, Mphuru became EngenderHealth’s program manager for prevention of mother-to-child transmission. Mphuru has served as IntraHealth’s clinical services and training manager as well as acting director for the PITC Project. Mphuru obtained her doctor of medicine degree from Muhimbili University College of Health Sciences.

Madhuri Narayanan, MPP Project Director, Vistaar, and Country Representative, India
Madhuri Narayanan has 24 years’ experience in global development. After starting her career with the Nutrition Foundation of India, Narayanan worked with CARE for 20 years, both in India and in the United States, where she played a critical role in advancing good design, monitoring and evaluation practices, and gender integration in its programming—specifically in nutrition, health, urban poverty, and small economic activity development—and promoting gender equity and diversity within organizational policies and practices. Narayanan also served as the global coordinator for CARE’s work to prevent sexual exploitation. At IntraHealth she served as the project director for the Urban Health Project, which aimed to strengthen an Indian nongovernmental organization dedicated to improving health for the urban poor in India. Narayanan holds two master’s degrees: one in operational research from Delhi University and another in public policy from the Woodrow Wilson School at Princeton University.

Meshack Ndolo, MPH Chief of Party and Project Director, Capacity Kenya
Meshack Ndolo is a highly skilled public health specialist with over 20 years of experience in systems strengthening, policy analysis, and strategic planning for both health-sector and nonhealth-sector programming. He has served as advisor to government and regional organizations on HIV/AIDS and economic planning, worked as a trainer and program manager, and served in the Treasury of Kenya. A master’s of public health graduate from Cardiff University in Wales, UK, he has unique skills in leadership, institutional development, and management. Ndolo has certificates in systems communication and corporate governance and has served on the Kenyan Prime Minister’s Advisory Panel on Public Policy and Communication Strategy.

Vincent Oketcho Okoth, MD, MCH Chief of Party, Uganda Capacity Program, Uganda
Vincent Oketcho has worked in Ugandan and East African health care for 26 years, as a physician and as a leader in human resources for health. Oketcho brings his experience and public health training to the IntraHealth-led Uganda Capacity Program. Prior to working with IntraHealth he served as the senior human resources for health advisor to Uganda’s Ministry of Health, working on human resources policy, planning, and development. Oketcho received his MD from Makerere University, Kampala, Uganda, and his MCH from Liverpool University, UK.

Cheikh Seck, MD Project Director, Senegal Urban Health Initiative
Cheikh Seck has worked for over ten years in the public health sector in Senegal, including his recent role as maternal, neonatal, children’s health, family planning, and malaria clinical specialist on the MNCH/FP/Malaria project. He brings extensive experience at Senegal’s Ministry of Health and as a principal investigator on international multi-site research projects. Seck has developed successful partnerships among a variety of health care stakeholders, including national and international non-governmental organizations, public health experts, and community members. Seck received his MD from the Anta Diop University in Dakar, Senegal.

Christian Stengel, MPA Chief of Party, HIV/AIDS Clinical Services Program, Rwanda
With over two decades of experience, Christian Stengel has managed large-scale projects and teams and has garnered a proven track record in Africa as well as Rwanda specifically. Stengel has worked for the International Rescue Committee in the Democratic Republic of Congo as provincial director, South Kivu. In that position, he supervised almost 300 employees and an annual budget of $13M. Stengel also held management positions based in Rwanda: he was director of Africa operations and management with the Elizabeth Glaser Pediatric AIDS Foundation and he was regional director, Francophone Africa, with the International Trachoma Initiative. Stengel also served in the Peace Corps in Togo. He holds an MPA from the Monterey Institute of International Studies and is fluent in French.

Cheick Touré, MD Country Director, Mali Field Office
With over ten years of experience as a reproductive health provider and master trainer, Cheick Touré has special expertise in identifying performance gaps and strengthening service delivery for family planning and reproductive health. Previously, Touré worked with IntraHealth on the PRIME II project—leading the project in Mali—and has provided technical assistance in reproductive health, performance improvement, and training of trainers to IntraHealth’s projects in Benin, Kenya, Rwanda, Senegal, and Togo. Touré received his MD from the University of Bamako, Mali.

Yadira Villaseñor, MD, MPH Chief of Party, Central America Capacity Project
Yadira Villaseñor is a talented medical professional with almost 20 years of experience in the design and implementation of public health interventions in Central America, including service delivery, training clinicians, and ensuring quality and performance improvement. Her expertise includes applying interventions that encourage community involvement in preventing and treating HIV/AIDS and reducing maternal mortality. Villaseñor’s approach to family planning and HIV prevention incorporates innovative gender and stigma reduction initiatives.
