Monitoring and Evaluation Director Joins IntraHealth and CapacityPlus

Sara Pacqué-Margolis

A key staff member brings her expertise in global health monitoring and evaluation to IntraHealth International and a new five-year project, CapacityPlus. Led by IntraHealth, CapacityPlus strengthens the health workforce needed to implement quality health programs in developing countries.

Sara Pacqué-Margolis joins IntraHealth as the monitoring and evaluation director for CapacityPlus. Based in Washington, DC, she serves on the project’s leadership team and oversees a major result area, evidence-based human resources for health (HRH) approaches.

CapacityPlus aims to make major contributions to the global field of HRH through expanding the HRH evidence base, effectively sharing and disseminating HRH knowledge, and advancing the impact of HRH monitoring and evaluation on public health decision-making.

Her previous roles include director of program monitoring and evaluation at the Elizabeth Glaser Pediatric AIDS Foundation, senior advisor for strategic information with the Office of the US Global AIDS Coordinator, and several positions at USAID, including senior HIV/AIDS advisor for Africa, senior monitoring and evaluation advisor/project manager, and Africa regional coordinator for population, health, and nutrition. Prior to these positions, she gained field experience through posts in Mali and the Democratic Republic of the Congo.     

Pacqué-Margolis is a graduate of The Johns Hopkins University School of Public Health, where she completed all-but-dissertation for a PhD in demography and received a master’s degree in public health. She received a bachelor’s degree from Wesleyan University, and is the author or co-author of numerous papers and publications.

About CapacityPlus
CapacityPlus addresses both the number of health workers needed and the quality and performance of those workers. The project will build capacity in service delivery, thereby increasing access to high quality family planning/reproductive health, HIV/AIDS, malaria, tuberculosis, maternal and child health, and other services.

In addition to lead partner IntraHealth International, the CapacityPlus core partnership includes Abt Associates, IMA World Health, Liverpool Associates in Tropical Health (LATH), and Training Resources Group, Inc. (TRG).

CapacityPlus associate partners include African Population & Health Research Center (APHRC), Asia-Pacific Action Alliance on Human Resources for Health (AAAH), Regional Network on Equity in Health in Southern Africa (EQUINET), West African Institute of Post-Graduate Management Studies (CESAG), and Partners in Population and Development (PPD).
